In "The Archbishop's Ceiling", a play by Arthur Miller, the characters act assuming the government is listening in on every word they say, and any speech criticizing the government could be considered a conspiracy to harm the public and thus grounds for criminal prosecution. The play was trying to depict the evils of living in Soviet-bloc Eastern Europe in the 1960s and 1970s.
Adapt it for today with the characters communicating electronically, perhaps phone or instant messaging, with the NSA possibly listening in on every word.
