One way to keep secrets is to inspire loyalty in the secret keeper. I suspect this mechanism is very often abused to keep secrets that should not be kept: we need more whistleblowers.
More generally it can be abused to induce people to behave irrationally.
Examine carefully how this mechanism works. Expose it in use. Regulate it for the good of society.
Often, loyalty is about inducing a feeling of us versus them.
