Score a chess game -1:0:1, which is equivalent to the traditional 0:0.5:1 for loss:draw:win.  Then, if this "main" game ends in a draw, play an unlimited series of rapid or blitz games scored (-1:0:1)/2^n where "n" is the game number until someone scores a win. Proposal: one classical, one rapid, rest blitz.  Reflects that fast time games are not worth as much as classical games.

Sum up the points for round robin tournaments.  You can get a variety of fractional scores, which also helps break ties among placings.
