[obocitpw] Victimization causing censorship

Special circumstances exist justifying censorship, the typical argument goes.  One such special circumstance is that the target of hurtful speech is a victim or belongs to a victim class.

Still don't know when or whether such an argument is valid. There is lots of politics and psychology about the term "victim".
