Instead of mandating sensitivity training on those who speak speech that offends some others, mandate desensitivity training on those who are offended.
Freedom of speech necessarily requires responsible listeners.
Inspired by school dress codes. Instead of requiring a change in behavior in those wearing "disruptive" clothing, change the minds of those who feel disrupted so they aren't. Consider it education: in real life, people will try to manipulate you with their dress (or inflammatory speech) ; let this be training not to be duped.
