The government creates a "push" broadcast channel for which it is not easy to opt out. Such a thing is (in principle) useful: for example, public safety emergency information.
However, private entities may broadcast to it, for a price. What is the optimal price?
The government should pay that same price, to avoid abuse, perhaps paying one level up in government to avoid paying itself. A state government broadcasts to state residents, paying the federal government for permission. The federal government never broadcasts. (This idea is probably broken.)
