What portion of the prison population is imprisoned for actions which are not criminal in some other respectable country? In some not-so-respectable country? Perhaps even where the action might be de jure illegal but de facto not prosecuted?
You can measure a country by comparing the number who are outside wanting to get in versus the number inside wanting to get out. Immigration and emigration. By the account, it initially seems we are doing quite well (lots of immigrants), unless we interpret our prisoners differently. They may not say they want to leave the country, but in a hypothetical parallel universe, they could be living a better life, free, in a country where their action was not illegal, rather than rotting in jail here.
