We've seemingly overspent in the war on terror. However, use it as a smoking gun to determine who has more power than they should.
Who pays the costs of the war? Who benefits how much from the prevention of damage that would have been caused by terrorism? Quantitatively compare the two to determine who benefitted more than they paid.
While I suspect the wealthy, who have more material possessions to lose, benefitted the most, they also, in principle, paid the more due to progressive income tax. (But in practice, see Occupy.)
Many soldiers, of course, paid with their lives.
