The redshift and blueshift of the cosmic microwave background allows defining a frame of reference that is "at rest with the universe".

Create a device of which one portion is at rest with the universe.

In our reference frame, it will have to move very, very rapidly (1,400,000 mph = 0.002c).

A spinning disc?  Some vibrating mechanism? A bullet?

Perhaps a display which merely depicts a series of virtual objects moving that fast.

It will have to continually reorient itself to compensate for the rotation of the earth and other motions.
