Even if you control all the devices on a local network, and the router, mainstream consumers don't have an easy way to do Quality of Service. Furthermore, we want to distinguish between different applications on each machine (need OS support).
(EFF noted we need home wireless routers which provide two access points: one public with lower priority, one private with higher priority, segregated from the public network to provide a firewall.)
