Pornography and other pretty pictures, I believe, have a unique feature that one can rely on crowdsourcing to accurately label and categorize them. The immediate reward for contributing accurate labels is more pictures in the category you seek (and less of what you don't want).
Crowdsourcing is generally tricky business, trying to figure out who and what you can trust amidst adversaries trying to ruin results. However, unlike, say, a restaurant review, you can immediately tell who's lying to you.
One implementation idea, which can be done in a completely distributed way.
All this assuming the many barriers to freedom of speech don't get in the way.
