For consumer protection, make it difficult for a service provider to keep charging a consumer for a service it knows the consumer is not using. Ties in with forbidding free introductory pricing.
If it is easy for a provider to monitor usage, and a customer hasn't used a service for a long time, the provider must make an effort to contact the customer to offer to cancel the service, or, automatically cancel it. If not, the provider faces a fraud lawsuit, perhaps class action with a damages multiplier.
You can't take advantage of a lazy customer, bleeding him dry like a leech.
