Transparency calls attention to the not transparent ("Why isn't B transparent like A is?"), giving incentive to those who wish to keep secrets to thwart the free speech (act of being transparent) of others, who may be completely unrelated.  To keep a secret, avoid making it easily observable the fact that you even have a secret.

Is this happening?  Is this an important cause of the general lack of transparency?  It's very "conspiracy theory" like.
