[jdvfonyy] Anchors without name or id

Define a syntax for URLs to define an anchor to an element (link to a position on a page) if the author did not provide an A NAME element or ID attribute.

I propose something like #2.3.4.1.2 where each number defines the Nth child of a parent element.  Assume the page is constant.
