Create a fund that people can donate to that selects and purchases the rights to certain works from the copyright holder and releases them with a Creative Commons license (or other, perhaps public domain). The hope is that the social benefit outweighs the cost.
As feedback, for each selected work, go back and measure whether it was a good investment. Somehow, we need to measure the social benefit of the release. This seems difficult. Perhaps some measure of number of derivative works created from it?
Such a fund unfortunately provides perverse incentive not to fix copyright law, for selfishly holding on to copyright increases the chances your work might be selected for purchase. It also perversely decreases the chances you will choose Creative Commons on your own.
