The right thing to do was first to only prohibit Four Loko from being sold in non reclosable bottles.  Put a screw cap on it, and people may not be convinced to drink it all at once.  If that still doesn't work well enough in preventing death, then go ahead and ban the whole thing.

But the FDA skipped the first step, suggesting something wrong with their policymaking process.
