Two are straightforward, the last is not.
Liberty and equality can be made to happen by reducing law, writing and enforcing law to prevent favoring one group over another, social services to provide equal opportunity at birth to all. Might not be politically popular, the devil is in the details, but conceptually simple.
Causing fraternity to happen seems not so simple, though key for liberty: need to avoid people abusing liberty. It's also needed to accept and take pride in laws for equality.
Social networking as the solution? Umm...
