[zrcyogwo] Open television channel

Create an unlicensed TV broadcast band, and more importantly, require that all new TVs be able to receive it.  Also radio.

Only low power broadcasts are permitted within the band, perhaps a range of 1000 feet.  With the magic of spread spectrum, perhaps hundreds of channels can fit within it, in case of a dense population of local broadcasters.  A TV should be able to scan for the active channels.

The broad goal is democratization of the airwaves; no doubt freedom and technology will create interesting uses, perhaps even social change, a closer network of neighbors who broadcast their lives to each other.
