A smart camera should immediately take the photo when the shutter is pushed. Figure out what to do with exposure, shutter speed (can one do very fancy tricks with CCDs like sample them without resetting to zero?), and focus, but figure it out quickly (seemingly instantaneously).
Immediately after the photo is taken, automatically upload it. Perhaps to e-mail or to the cloud or to backpack storage or a mesh network of nearby devices, etc.
As soon as the GPS lock is obtained (this may be many seconds or minutes later), submit a "patch" to the photo to tag it with the location. One might do fancy tricks like discover the velocity and extrapolate back in time to when the photo was taken.
Also allow later patches such as text and voice captions.
