If a product or device is sold defective by design (often DRM), require that its defects be disclosed prominently in labeling and advertising. The categories of what's considered defective by design are a list of common such practices consumers will likely care about: region-locked, remote kill, unable to play certain media, bluetooth, cell-based GPS location assist, etc.
This way, a consumer can easily search for devices which aren't defective, and perhaps get the political process moving to allow such devices (if defects are required by sleazy law).
