"Eternal vigilance is the price of liberty" has the Free Rider problem. As long as everyone else is eternally vigilant, you don't have to be; you can spend your free time and money on entertainment.
The second problem is, what if you are dead tired from just trying to make ends meet? Too tired to think about such a difficult, abstract, unfamiliar concept. Too tired to responsibly participate in democracy.
Standard solution is to have an agent act on your behalf, though it seems just as hard to choose one.
For democracy, a random sampling might do: legislature chosen randomly?
