Create a small, cheap, device with a solar cell, a blinking LED, and a rechargeable power source (battery, capacitor, other?). Just scatter them around and you have light; probably not enough to see by, but enough to mark things. Being solar powered, you have light that lasts for practically forever - the legendary eternal flame that never goes out.
(Already seen as outdoor yard night lights, though they don't blink.)
