Consider many privately run mass transit systems all serving the same area.  Each private line receives a public subsidy according to how much good it has done, perhaps measured in rider-miles.  Firms will compete, choosing lines and schedules to maximize profit, ensuring efficient allocation.

Need to avoid one bus company scheduling its buses one minute before a competitor, sniping.
