Is there any social benefit in instituting a mandatory national lottery? Everyone's taxes go up say $10, and one cannot opt out, nor enter more than once.
It is wealth redistribution because the winner, with high statistical probability, will be among the poor.
The winner of the yearly jackpot, perhaps $1 billion to $3 billion, will probably just spend it on decadence, but perhaps once in a while, perhaps a few times a century, someone will use their newfound wealth, and power, to profoundly disrupt the status quo for change, for good.
