To avoid the tragedy of the commons, the free rider problem, and underprovisioning of public goods, we simply require a portion of one's income to be used in the purchase of public goods. Perhaps this can be part of the income tax infrastructure.
The tax payer is given a great amount of freedom about which public goods to purchase/donate to. Organizations may create blocks of public goods (like mutual funds) to make it easier to choose.
