There is a mole in a spy-versus-spy plot. To uncover the mole, the good guys take outrageous action: declassifying everything. Hilarity ensues, but this makes the mole's services unnecessary to the bad guys. Maybe they quit paying him or meeting with him, resulting in a change of behavior that is noticed by the good guys, thereby uncovering the mole.
Of course, transparency is always desirable in government.
