How strong can a computer play chess limited to the wattage of the human brain? 20 watts.
Including computer vision to see where the pieces are on a physical board?

Sounds easy enough. That's about the power draw of a modern laptop, including webcam, and a modern laptop is sufficient to beat almost everyone.
The vision problem sounds difficult. I worked on a vision system for Go [1], but Go has many advantages for vision (to start with, the lack of differently-shaped pieces..).
