Cell phones and pagers

Why do pagers have an order-of-magnitude greater battery life than cell phones?

When a phone runs low on power, or at user request, it could switch to "pager" mode and still remain useful for a long while.

Given the popularity of text messaging, two-way papers ought to be more popular.

I've seen a couple of the n-series nokias from asia with a profile that allows the cell phone to operate in pager mode. I doubt it is a desirable feature for the cell phone companies that would rather bill higher for voice calls. I suppose they remove this from the cell phone company branded software.
