If public transit is scheduled pessimistically, it will be on time, but will often have to wait at a station or travel extra slow so not to arrive early, wasting commuters' time.
If scheduled optimistically, it will often be late. It may also cause consecutive vehicles to bunch up.
If scheduled probabilistically, no one will quite know what time it will arrive. Publish expectation and variance, "live"?
