Which subway or bus lines should be extended to late night? Let the market decide.
A potential rider, knowing his or her schedule, pays in advance for a bus which does not exist, yet, say one week in advance. If enough other riders also prepay, the transit system announces the line running for that week. If not enough, the fare is refunded, or at the rider's option, carried forward to pre-pay for another nonexistent bus, perhaps the next week same time.
Inspired by a large event ending late at night; had there been a bus, it would almost certainly have been profitable.
