what was Rhode Island doing wrong?  it is not culturally, politically, or demographically that different from the rest of New England.  did it just have bad luck?

the conventional explanation for New England's low rate of cases (excluding RI) is that its residents are complying better with government orders to slow the spread of COVID-19.  such compliance is good for decreasing coronavirus, but does that mean New England is full of docile people (sheeple) who can be exploited in other ways for evil?  people who are being exploited?
