[jonfmfrf] Unequal access to protection from surveillance

Optimistically, people will protect themselves from hackers and maybe the NSA by deploying various computer and network security things.  However, I suspect the wealthy and well educated will have a significant advantage in doing these things correctly.  This may exacerbate the digital divide.

On the other hand, best practices and technology to protect yourself is ultimately a form of information: an economic public good.  The extent to which the information permeates to everyone, not just to those with means, will partly depend on intellectual property law: patents and copyright.  The remaining aspect is effective communication, education, probably amidst lots of misinformation.
