Connect the hands of a clock to the bottom of an overdamped pendulum. This would be a minimal clock with no face. As the hands move the angle of the pendulum changes because of the change in center of gravity of the combined pendulum arm and clock hands. This would normally tilt the clock and make the hands point the wrong way. However, the hands move in such a way as to correct for the tilt; the hands do not move at uniform speed as in a typical clock, but something more complicated, which is the artistic point.
For some hand weights, it might be impossible to display certain times.
